I suspect your Debian installation is out of date. The versions in
Debian are detailed at
https://packages.debian.org/search?keywords=fail2ban. Stable currently
has fail2ban 0.10.2 (released by fail2ban in 2018 and picked up by
Debian a couple of weeks later). Unstable and Testing both have 0.11.2
(which is the current latest release of fail2ban, from November 2020).
Even if you're running Stretch (the long-term supported branch), that
has 0.9.6 (released in December 2016).
