I can help with the first part... For some reason I get a lot of test
errors with 0.11.2 in EL7 like the below:

If someone can provide a fix I can see about building it. It really looks
like it's an error with the testing and not with fail2ban proper, but
without knowing for sure I'm hesitant to build it.
