The problem is that she is not brain dead, she's only partially brain dead. Her cerebral cortex is mostly dead from lack of oxygen 15 years ago. Her hindbrain and probably part of her midbrain are keeping her body alive. So she, most likely, has no cognitive or emotional experience. To me, this is no reason to kill her though.
