It hammers as it drills, therfore goes through faster and with less 
effort. Very effective. Nastily noisy though. Try one out drilling a 
screw before you buy one to hear the noise.

I'm not sure about the rpm. Probably you might be ok with the Black 
and Decker. Usually not so good, but sometimes work out great for what 
you need.
