If it's true that the TMO intends to require that employees at the mall TM stores pay $2500 and learn TM, this is unlikely to be legal under U.S. law -- I would not do the mall store thing, at all, of course, and most certainly would not try to coerce people into TM instead of letting their desire to learn (or not) drive that decision.
