I believe the French had a lot of ongoing contracts for construction and military stuff w/Saddam before the war broke out. I also think they are more anti-war as you said, the people and possibly members of the govt too.
I googled looking for an update on this. All I can find is the number 2-3% of the vouchers went to Chevron, Exxon and some smaller cos. in Texas. But this was old news reported in 10/2004 before the last prez election.
