If one so desires, one can receive all sorts of instruction into the various shaktis. And it's often gratis/donation or very inexpensive to do so. I imagine one could even find a Hindu priest with tantric experience who could do it for a couple of dollars or a few rupees. The Buddhist tantric ishtas are also very accessible nowadays, again very reasonably. So there is no obstacle for the interested people...knock and it will open...
