My speculation is that he's the golden boy choice of the same people who installed Jr. Even during his apparent financially and unpopular 'down' times in the early campaign he seemed nonchalant about it along the way - as if he knew the game was rigged anyway in his favor. Again, that's speculation, but nothing would surprise me with the gang of criminals currently running the show.
