Is it possible that this was simply *assumed*?--

--i.e., that "protecting the monopoly"
was seen to be essential to preserve the
"purity of the teaching," and thus
automatically (in the TM view) more
beneficial to the welfare of TMers?

Lawyers talk about what's important to
lawyers.  It doesn't *necessarily* mean
there are no other considerations
involved.

Note that sanctions are not necessarily
equivalent to punishment for the sake of
punishment, or "vengeance."  Sanctions may
well be more for the sake of deterrence
than of "vengeance."
