Not inconceivable they're made by English lads (at least the ones in England), but if so they're using advanced technological equipment, and nobody so far has been able to suggest what that equipment might be. But if Peter has ever looked at photos of some of the more complex circles and still thinks they were made by people with "a few pints in them," it's he who needs to go back on his meds.
