It is the "seed" basis for "effortless" meditation. IOW, don't take the phrase literally but instead it's deeper significance. Most problems even with other techniques are usually the result of people straining too much during meditation. But also different from TM checking is if I perceive some medical problem is interfering with the meditation or for that matter the meditation is aggravating a medical condition I can suggest the practitioner stop meditating for the time being.
