Because the claim was made that the country owed the tax money back to
the people who paid the taxes...


That doesn't answer the question which is, why is it "robbing" the National Pension Fund when it is done only during deficit spending?" The congress has taken SS money and lumped it in with general revenues since the early sixties, promising to pay it back "one day". SS was supposed to be funded with it's own payroll tax, not income tax. Peter has been borrowing from Paul for over forty years now and Paul wants/needs  his money back now. Peter now is looking to kill the goose that lay the golden egg in order to repay Paul.
