For an excellent exposition of the use of deity in Buddhist tantras, see HH 14th Dalai Lama's excellent Deity Yoga, which contains parts on the siddhis, use of mantra, etc. It also contains the excellent "Heart of Mantra" by HHDL. It includes a section on the purpose of deity yoga and advanced uses of mantra (which was very upsetting to some TMers previously, caveat emptor):
