If Muhammed Atta was known to be one of the terroists, he would have been thrown out the nearest window from the floor on which they found him. No way a New York cop takes that scum to the hospital if the cop knows Atta's true evil. On the other hand, yes, give the terrorist some doctoring so that he can be questioned for leads to get the full information about the terrorist network.
Otherwise, what's the actual law? Don't doctors have a right to do triage and determine who gets care first; or have doctors so favored the rich and white in those ER waiting rooms that the law had to step in to make things fair?
