I guess he assumes, along with most occidental scholars, that the Vedas were imported into India during the Aryan invasion.
But, if the Vedas and the Vedic composers were native inhabitants, Vaj can't say that the there is anything 'pre-Vedic' in South Asia at all. But Vaj has made no case for the Vedas being imported into India by the Aryans.
