One possible alternative explanation for his
not having staged a major, sustained trial
of the Maharishi Effect is the very point being
discussed in other posts about how difficult it
is to convince skeptics, even if there were the
most solid scientific data imaginable.

It's possible MMY was resisting having the TMO
fund such a trial and was pushing for governments
to do so instead because he felt that only if a
government was *invested* in a trial would it be
likely to take the results seriously.

If you're an elected official, once you've spent
taxpayer funds for something, you have a serious
interest in its success, and you want to be able
to take credit for any positive results.

If the TMO funded a trial, in contrast, no matter
how impressive the results, there'd be no
incentive on the part of government folks not to
just explain them away.  The whole thing would end
up as a huge waste of money and effort.  Only if a
government were willing to take the risk of funding
such an experiment would there be any chance of
its having an impact.

This may or may not be the correct explanation, but
I think it's psychologically and politically sound.
