Possibly, or just "the sound of "Ma" which is a primordial name for the Divine Mother. Both Nandikeshvara in his commentary on the Maheshvara sutra--which shows how the entire universe sequentially emerges from a particular sequence of the alphabet from Shiva's damaru--and Abhinavagupta wax on "M" (and all the other letters as aspects of creation). But my guess would be that makaara might refer to the samhara-bija or process of total withdrawal (Ma-ha-a) which is the opposite of Aham (thus aham-kaara and ma-kaara). Into egoic existence, or back out in total utter withdrawal of the senses.
