That isn't a "but," it supports the first
sentence you quoted.  It's "On the other hand"
with regard to the sentence in between, "'"Target"
is something we all understand, a very alarming
term,' Luskin says."  In other words, as I've
already said, if he isn't a witness and he isn't
a target, he's a subject.
