It probably wouldn't be a case of "looking up info" since that would be completely blatant, but more like, he had access to information that was "common knowledge" amongst people working at his level in the White House. If he got this information through official channels, than he might be liable under the 1982 Identities secrets act, but if he just overheard it at the watercooler or in casual conversation in his office (rather than during a properly identified classified briefing), he's probably off the hook on the 1982 offence (but maybe not under the 1917 Espionage act, which is a much broader law).
