I believe the word Shire comes from the old English scir which meant 
a division of land. I think this is right as all (?) counties were shires 
originally. Devon and Cornwall, amongst others, have just dropped the shire 
part.

I think it's either that or there must have been a *lot* of salt 
mines around here!
