It could be, but I don't think so. I think he is thinking that this 
Kali Yug is not what he is working for.....hence the Kings and Peace 
palaces and such like. 

He is saying : In full on Sat Yug, Kings will be enlightened and do 
only good for their people, and all people will be Brahman....ie 
Cosmic Admistrators (Kings).

This is the whole point. He is not working for our Kali Yug 
thinking, or our current social systems/politics. He is working for 
Sat Yug no matter what. Even if it doesn't work at first, he 
believes that eventually it will have an effect...even a residual 
one 300 years from now that will grow. And if it doesn't work at 
all, he beleives nothing else is worth doing. This is his perception.

I am not saying I believe his methodolgy will work, or will not 
work, but I think this is his stated methodology.
