With regards to social justice, criminal justice system, one could argue that if one has not free will there should be no punishment. Taking that framework consistently would mean also not rewarding anyone since they had no control over their success. I think that is not productive. The mind, intellect, senses, and the vast array of internal sub-conscious neural processes are huge learning machines. They learn from experience, among other sources. We are all Pavlovs dogs. Thus a useful role of society and the group or collective is to provide learning feedback. If one is punished for slugging a stranger -- even if the slugger had no control to not slug -- then the next time the same circumstances arise, the slugger may tend not to slug. A kid may do some wierd stuff, out of its nature to explore, but still the kid gets guided even punished so as to condition them, and lessen the unproductive or dangerous behavior in the future. What rules, laws, regulations and mores produce the best results? That depends on what the values of the society or collective are. Hitler youth and Mother Teresa's Sisters of Charity have different values they are attempting to optimize and thus different rules, rewards an punishments.
