I don't remember whether the phrase was coined here or over on a.m.t., but at some point during a discussion of the caste system, someone suggested that Maharishi might have a problem "classifying" his Western students, much less other Westerners, because they can't be Brahmins and they aren't officially Sudras or anything in between. So the poster suggested that he thought of all Westerners as "barbarians with cash."
