Yes, all you can do with a scientific theory is either refute it because of empirical evidence that can not be explained by the current version of the theory or say that it is not yet refuted and is the best explanation for now. It's slightly counter-intuitive, but it makes sense if you think about it. Science is not about discovering what "is", but finding the best explanatory concepts to explain what "is."
