As a further money-saving measure they could just stop preparing meals for the students and instead throw the six uneaten meals King Tony rejects each night off the balcony to the hungry crowds and let them fight over the offering of prasad. That'd also be more in line with MMY's ideas about the nature of a benevolent monarchy. :-)
