No, not in so many words. But there's a tendency in 
TM World to say that anything bad befalling the United 
States is payback for our bullying the rest of the world. 

Maharishi, for example, said during our bombing campaign 
in Bosnia that bombs would fall in the U.S. in retribution. 
Sure enough, when the September 11 attacks hit, people 
recirculated those statements of Maharishi's to remind us 
of his prescience.

That tendency to assign tit for tat suggests to me that 
instant karma is a lively belief in the TM universe.

I think this explanation might be closer to how the universe actually works.
