I can't recommend any reading (cause as everyone knows I don't have 
the attention span for it) but do see Martin Scorcese's 
film "Kundun" and "Tibet: Cry of the Snow Lion" and then read 
between the lines.

The short version you asked for: As both the titular and actual head 
of Tibet, the Dalai Lama oversaw the political, social and spiritual 
life of the Tibetan people.  The Red Chinese threatened the entire 
culture and population of Tibet CLEARLY, UNAMBIGUOUSLY and 
OBVIOUSLY.  The Dalai Lama dilly-dallied with and played footsies 
with this evil instead of arming his people and forming alliances 
with other powers, such as the U.S., in order to thwart what was SO 
inevitable: the murder of up to 1.5 million of his people, the 
untold suffering of the rest of them, and the decimation of the 
Tibetan culture.

Underlying all the wrong moves the Dalai Lama made was, at its crux, 
his bastardization of the philosophy of Ahimsa or non-violence.

The Dalai Lama's mistake -- as it is for many spiritual people of 
our age -- is to mistake what Judy Stein so excellently describes as 
(I paraphrase her) "mistaking a description for the perscription" 
(and please note that my opinions of the DL are mine alone and 
certainly NOT Judy's...I only use her excellent observation of 
description/perscription).
