'affect' means to influence or effect a change in 'To "affect" a heaven on Earth' implies that there might be more than one heaven on Earth, and that the transcendental movement will cause a change in 'a heaven on Earth', but not be the cause of it. And it does not say just what that affect will be. It could make it less heaven on Earth, for example. What you meant to say was 'the transcendental movement will effect a heaven on Earth', and probably, knowing your style, not just any old heaven on Earth; so you probably meant to say 'the transcendental movement will effect heaven on Earth'.
