Texas has no income tax, and it allows people who own property there 
to declare themselves to be Texas residents even though they live 
elsewhere (maybe the law has changed, but it used to be that way), 
as long as the TX property is supposed to be intended as a 
retirement location. So the Bushes lived in Maine for years and paid 
no Maine taxes, on the basis of a sliver of property they owned in 
Houston -- the Bushes actually did retire to TX, although their 
friends had to chip in and buy more land surrounding their scrap of 
TX land, so that they could build a house and live there.
