People finally got fed up with abusive kings in the Kaliyuga and 
opted for democracy, but democracy can only be a temporary attempt 
to limit the damage done by low consciousness in the country's 
population. The only really satisfactory government, because of its 
efficiency and fairness to all parties, is a benevolent king (this 
does not mean a dictator who operates without regard for the people -
- if you read the Ramayana, you find that Rama was totally sensitive 
to the thinking and needs of the people), and a benevolent king is 
only possible when that is what the people's consciousness deserves. 

People laugh at Bevan, an obese and lethargic windbag, but he is 
completely representative of the group consciousness in the TM 
movement, and that kind of leadership will not improve, either for 
the TMO or any country in the world, until group consciousness 
improves. In the press conference at mou.org 21Apr2004, Maharishi 
says damn democracy again, but also condemns monarchy and 
dictatorship as failures because, like the decision makers in a 
democratic system, the kings did not operate from a value of supreme 
awareness that would allow parental giving to the people.
