Yep, in some places (Russia, for example) it's become essential to have a camera fitted to your car if you want to make an insurance claim.

One day, that camera of yours might record your dying moments after a high-speed impact. Make sure you've got some memorable last words to ensure you're a YouTube sensation..

These days one may want some liability insurance because your car insurance may not be enough if you accidentally hit someone and their medical bills need to be covered.
