Putin could possibly do that. But he will be showing obvious sign of his intentions by positioning his troops and war equipment at certain locations in Russia in preparation of an attack.
He just can't send a few airplanes to attack a city in Europe. It would not be enough to conquer an entire country, albeit the entire western Europe. He would have to make a very robust plan to attack and occupy western Europe. When he does, western would already know his intentions and would be waiting for the demise of his troops along the way. There is also the possibility that missiles armed with atomic bombs will be sent to Moscow by the USA and other NATO member states.
