Interesting map...although I can't say I understand completely how it 
works...it's somewhat confusing.

However, I'm heartened by some of the explanatory notes that accompany 
the map.  It appears that a relative poverty line type of measurement 
is not used or is not the main standard of measurement, and this is 
positive.  Rather, the real indicators of poverty appear to have been 
employed:

"Altogether 39 indicators describing various quality-of-life factors, 
such as state of health, nutrition, educational services, etc, were 
used."
