I never heard about the big stick before reading it on this forum, 
but someone once told a similar story from Rishikesh where he lit 
into a group of lazy workers screaming in Hindi that needed no 
translation. When he returned, someone said: "But Maharishi, you've 
always told us to speak sweetly and gently with people." His response 
was: "Yes but you must speak to them in a language that they can 
understand."
