With this reasoning I think Bush could very well be the one to use bunker buster nukes on Iranian targets since he isn't running for re-election and doesn't really care about what anybody thinks of him, he'll let history be his judge attitude. I think it will be a last resort move though and will be done in his administration. I certainly can't imagine the world with Iranians having nukes and the very thought that there ever could have been a nuclear race between Iran and Iraq is absolutely horrifying.
