Er, the Hiroshima bombs were tiny by today's standards, and a tactical nuke probably would be nearly as strong if not stronger, though presumably cleaner. The point is that for the last 60 years (almost?) the world has had an agreement NOT to use ANY kind of nuclear weapon in action against fellow humans.
