Try schools for instance. You may pray quietly, silently if you wish, but you can't lead a group of students in a morning prayer vocally in many places, it might offend somebody. Since it's not illegal to offend somebody, separation of church and state is invoked which some people have interpreted as meaning you can't invoke a deity on government property.
