Technically, you're right. However, Israel was created officially as "the Jewish State" and is meant to be the homeland for the world's Jewry. Indeed, Israel's Law of Return applies ONLY to Jews, no others. The U.N. Resolutions that officially declared Israel a state did so as "The Jewish State".
