"Leaders" are follow-the-pack rabbits. If 70% of the public said
"enough!" and endorsed a plan along the lines of 100% BTU tax being
used to provide 50-80% incentives of renewables and end-use
efficiencies, (see adjacent posts0 then politicans would be fighting
each other to the mic to expound on why this was critical to do. 

Its the public who are too lazy to learn the issues, and see the clear
light of day -- see that total costs of energy (and defense and
pollution and political global capital) will go down for everyone
(over 2-5 years -- some initial bumps will be there), with NO
reduction in end-use services (amount of heating, cooling, lights and
vehicle transportation) if they are willing to adopt such a plan. The
only ones hit hard will be people who refuse to adopt the highly
incentivized new- energy efficient capital: renewables and end-use
efficienceis (including vehicles). 

And it can't be done by an individual here and there to create this
"phase transition". You, Jim, have no incetive to do anything other
than recycling, because you realize one small action  doesn't make
whole system change to a much higher and efficient equillibrium. It
takes a majority to see the light and be willing to let go of the
status quo and accept this energy "bootstrapping" plan. 

And real leaders, with true vision and balls/vaginas of steel, can
catelyze such a change. But its the public that needs to support it
vigorously when its proposed.
