They claim it takes too long, but that's a crock;
they're explicitly allowed to wiretap without a
warrant for 48 hours (or is it 72?) exactly so 
that getting a warrant won't impede an urgent
investigation.

The *real* reason is they don't want to have any
restrictions at all; they want to be able to 
wiretap anybody at any time whether they have
grounds for suspicion or not.  It's the Imperial
Presidency, or the "Unitary Executive," as they
call it.  To hell with checks and balances; that's
for sissies.
