There were exceptions for entertainers for quite a while -- Beach Boy 
Mike Love had a room down the hall from me at the Aug 1970 TM Teacher 
Training Course at Humboldt State College, and he had very long hair 
and a beard. But now, with all the bearded Rajas, the days of dress 
code, at least as far as hair goes, seem to be on their way out 
(eventually).
