Yes, what you are saying is likely. Read the US consulate page about visas and such, the pundits could have come a long time ago with bonding some of that money raised for them to come a long time ago, instead of whating it? Who knows with Maharisihi and the TMorg, it is rarely clear when it comes to money.
Yes, it is probably new money like you suggest with Howard Settle's. It would be quite honorable if it was actually the money raised originally way back when for the purpose.
