Because his job is to deal with the Middle East,
obviously.  But equally obviously, he didn't say,
"I believe in talking to your enemies, except for
North Korea."  He's elucidating a general principle
that would apply to any enemy country.

Take it up with Baker.  I'm sure he'd be happy to
hear the advice of someone with more experience in
foreign relations and diplomacy than he has.
