China does. So does S.Korea. And many cultures have dogs around the 
tribal camp or village mostly for harvesting purposes.

The ancient Polynesians carried them on their rafts and bred them as 
they travelled for months across the ocean island hopping, and 
eventually landing in Hawaii introducing dogs the the islands. They 
bred them for the purpose of meat-eating. They were small dogs and 
not much good for anything else. They also brought chickens to 
Hawaii, which did not exist until they arrived over 1000 years ago.
