Well, first, that isn't what Shemp was being naive about. He's pretending not to know that it was Bush and his people who got the whole thing started, no matter when Bush or Snow first spoke publicly about it. So the "timeline" he's talking about is totally irrelevant. And it's also completely beside the point because most of the country first learned about it from Bush's remarks as they were played on the evening news that day. Shemp is being dishonest two different ways. As to whether the prepared remarks were released beforehand, I read that in one report, but other reports make it sound as though the text was released after the to-do started. However, none of the reports I've seen actually say anything to contradict that it was released beforehand, and it would be odd if it had not been--it's what Big Deals usually do, so the reporters can get a head start on writing their stories about the speech. Plus which, if the media *did* have the prepared text when they put their stories together about how Kerry had purportedly insulted the troops, they would obviously want to keep that fact quiet.
