If there is such a thing as having "insight into human nature," that does imply some kind of regularity to human nature, something that applies to more than just the individual, and it suggests that *some* degree of prediction is possible. It may be that we don't have the tools to understand human nature from top to bottom, but that doesn't mean it's ultimately random, just that the order is too complex for us to encompass. The same applies to the laws of nature. Sometimes we observe apparently random, chaotic behavior, but I don't think many scientists believe this is because the laws of nature are "volitional," rather that there is an underlying order that we simply haven't been able to figure out yet.
