"mechanism" is a catch-all phrase used in Western scientific circles. It means "the low-level details," basically. "Quantum Mechanics" certainly doesn't refer to a mechanical device, in normal usage. In fact, that interpretation would generally be considered an oxymoron. Even nano-technolgy doesn't usually involve quantum mechanics directly.
