hetu-dvayaM hi cittasya vaasanaa ca samiiraNaH
(hetu-dvaya of citta indeed is vaasanaa and samiiraNa)


hetu    m. impulse, motive, cause, reason [...]

dvaya   , f. {I3} twofold, double; n. a pair or couple 

hi      2 (indecl.) for, because, namely; surely, verily, indeed;

citta   a. thought, observed, desired; n. attention, observation, idea
(adj. --- thinking of); purpose, intent, wish, desire, intelligence,
reason; the mind or heart.

vAsanA  f. the impression of anything remaining unconsciously in the
mind , the present consciousness of past perceptions , knowledge
derived from memory

samIraNa [=praaNa? CM]  mfn. setting in motion , causing activity ,
stimulating , promoting MBh. R. Carm. (ifc. f. %{A}) breeze , wind ,
air , breath (also `" the god of wind "') MBh. Ka1v. &c. ; **wind of
the body** (of which there are five see %{vAyu}) Sus3r.

Possible translation:

The two reasons of (the existence of...?) mind are vasanas and prana.
