Vyaasa's comment is "surprisingly" scarce:

sarva-praaNinaaM (genitive plural from "praaNin"?) bhavati

Perhaps that means something like: /ahiMsaa-pratiSThaa/ "applies"
to all(sarva) creatures(praaNinaH?)

The second sentence of Bhoja-deva's comment goes like:

hiMsraa api hiMsratvaM parityajanti[ityarthaH(iti + arthaH): thus [is]
the purpose?]

hiMsra-s also abandon (parityajanti) "hiMsra-ness" (-tvam)
