Seriously, I think Maharishi has come up with by far the best "commentaryish" translation of Rgveda I 164, 39. That's the so called Rco akSare -verse: Rco akSare parame vyoman yasmin devaa adhi vishve niSeduH | yas tan na veda kim Rcaa kariSyati ya it tad vidus ta ime samaasate ||
